Both Districts Reach Into Hounslow
Worth establishing before anything else. Neither TW1 nor TW2 falls wholly within Richmond upon Thames. Both extend into the London Borough of Hounslow at their western edges, toward Isleworth and Whitton, and Hounslow publishes different guidance on outbuildings from Richmond.
That matters here more than it would in most places, because Hounslow's residential extension guidance is specific in ways Richmond's is not. It asks for outbuildings sited away from the house, caps eaves and flat roofs at three metres and ridges at four, says windows should be primarily on the front elevation, and states that the council will not allow rear access to an outbuilding. A design drawn for Richmond may not read the same way to a Hounslow officer.
Plot Sizes and Where the Rules Bite
Twickenham has the widest internal spread of any area we cover in this borough, and it runs roughly north to south. On the larger plots the design is an open question. In the town centre the rule limiting cover to half the curtilage decides it.

Whole-house share follows a similar pattern and is worth knowing because flats have no permitted development rights at all. West Twickenham is around 74 per cent whole houses and South Twickenham about 66 per cent, against Twickenham Riverside at roughly 40 per cent, the weakest in the borough. If you own a house in the town centre you are in a minority locally, and the plot is likely to be at the tighter end.
What Richmond Restricts and What It Leaves Alone
Twickenham sits across a long list of conservation areas, including the Riverside, the Green, Twickenham Park, Cambridge Park, Strawberry Hill Road, Waldegrave Park and the St Margarets Estate. Many carry Article 4 Directions, and the pattern across them is consistent: extensions, roofs, porches, hard surfaces, chimneys and boundary treatments, each qualified to development fronting a public highway or space. Outbuildings are not in the list.
One caveat we apply everywhere in this borough. A number of Richmond's directions are scanned documents with no readable text, several of them covering Twickenham streets, and one older direction at Barnes Green does withdraw the outbuilding right. So the pattern is strong but not a guarantee, and we confirm the direction for your specific address rather than relying on it.
Flood Is Rarely the Issue Here
Unlike Barnes and Kew, Twickenham is largely outside the tidal flood zones. The Embankment sits in Zone 2, but Radnor Gardens, the St Margarets riverside and the inland TW2 streets all return no zone at all. That means the flood declaration Richmond has required on applications in Zones 2 and 3 since February 2026 rarely comes into play, and where the build is permitted development it never does, since Class E contains no flood restriction.

In the town centre, where plots are half the size, the honest brief is a compact building designed around the coverage rule rather than a large one squeezed in.

TW1 sold prices averaged £920,814 over the last twelve months and TW2 £680,609, with terraced houses at £1,066,551 and £718,585 respectively, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. Twickenham has no Underground station. Twickenham, Strawberry Hill and Whitton are South Western Railway only in Zone 5, with St Margarets in Zone 4. Marble Hill is the last complete survivor of the eighteenth century Thames villas, Strawberry Hill House sits at the southern end, and Eel Pie Island lies in the river off the Embankment.
