Listing Decides More Here Than Article 4

Richmond has one of the highest counts of conservation areas of any London borough and a long register of Article 4 Directions, which sounds discouraging. Read the directions and the pattern is consistent and, for our purposes, favourable. They withdraw rights over extensions, roof alterations, porches, hard surfaces, chimneys and boundary treatments. Outbuildings are not in the list, and the newest direction enumerates the classes individually and deliberately skips the outbuilding one.

Every one of those directions is also qualified to development fronting a public highway, private street or publicly accessible space, which is close to the opposite of a rear garden building.

What does close the route is listing, and Richmond has a great deal of it on ordinary houses. Individually numbered dwellings on Richmond Green carry their own list entries, as do Maids of Honour Row, and whole terraces at Paved Court and Brewers Lane. Around a hundred listed entries sit in the Green area alone. Nothing is permitted development within the curtilage of a listed building, and unlike an Article 4 that cannot be argued around.

One Honest Caveat

Roughly two fifths of Richmond's published directions are scanned documents with no readable text, and one older direction elsewhere in the borough, at Barnes Green, does withdraw the outbuilding right. So the pattern is strong but not a guarantee. We check the specific direction for your address rather than relying on it, which is the only defensible way to answer the question.

Worth correcting a common assumption. Richmond is a green borough with large parks, and people reasonably assume the gardens follow. They do not. The borough median for a house is about 137.5 square metres, marginally below the London median of 139.6. The spread within the borough is more than threefold, and Richmond itself sits across most of it.

Petersham and the Richmond Park fringe genuinely do have room for a substantial building. Central Richmond is close to the London median and the Queen's Road streets are well below it, where the rule limiting cover to half the curtilage becomes the design constraint. Whole-house share runs from about 57 per cent in North Richmond and the Ham and Petersham ward down to about 43 per cent in South Richmond.

A Narrow Riverside Flood Strip

Richmond's tidal flood exposure is much smaller than its riverside reputation suggests. Water Lane, the Old Deer Park bank and the immediate riverside fall in Environment Agency Flood Zones 2 and 3. Richmond Green, the town centre and Richmond Hill are all outside any zone entirely.

Where it does apply, it changes nothing for a permitted development build, because Class E contains no flood restriction. It becomes an administrative gate only if you need an application: Richmond's Local Validation Checklist, in effect since 20 February 2026, requires a flood declaration form or a site-specific assessment for householder applications in Zones 2 and 3, and an application without one is invalid.

Budget from around £35,000 for a bespoke build. On an unlisted house away from the riverside, the design usually falls within permitted development and the budget goes into the building. On a listed address around the Green, it is an application from the outset, with listed building consent likely to be engaged where boundary walls are affected, and the programme is correspondingly longer.

TW9 sold prices averaged £909,528 over the last twelve months and TW10 £1,217,224, with terraced houses at £1,067,341 and £1,240,917 respectively, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. Richmond is the only station in the borough carrying the District line, the Overground Mildmay line and South Western Railway together, all in Zone 4, with North Sheen on the rail line in Zone 3.
