Where the World Heritage Boundary Actually Runs
This one is worth getting exactly right, because it is the only designation on this whole project that genuinely tightens the outbuilding rules, and because almost everyone assumes it applies more widely than it does.
The permitted development order contains a rule capping outbuildings beyond 20 metres from the house at 10 square metres. It applies in exactly four places: National Parks, Areas of Outstanding Natural Beauty, the Broads, and World Heritage Sites. Conservation areas are deliberately not on that list, which is why the rule does not bite in any of the other areas we work in.
The Inscribed Site
The Royal Botanic Gardens themselves, inscribed in 2003. Point checks against the designation return hits inside the Gardens and nothing at Kew Green, the residential streets or the station. A small number of properties fronting the Green do fall inside the inscribed boundary, and for those the 10 square metre rule is real.
The Buffer Zone
Kew Green and the residential area sit in the buffer zone. The order defines a World Heritage Site as a property on the World Heritage List and makes no reference to buffer zones, so the tighter rule does not follow the buffer. Richmond's own Kew Green appraisal describes the conservation area as under the buffer zone.
So for the ordinary Kew house the World Heritage Site is a neighbour rather than a constraint. What actually binds here is conservation area status, which restricts a building between a side elevation and the boundary, listing on Kew Green, and the flood zone if an application is needed.
Kew Green Listing and the Flood Map
Two things do decide projects in Kew, and both are address-specific rather than general.
Listed Houses on the Green
Ordinary numbered houses around Kew Green carry individual listings, in runs and in pairs, and there are further listed addresses along Kew Road. Nothing is permitted development within the curtilage of a listed building, so on those addresses a garden room is a full application from the outset. Away from the Green and the main road the position is much lighter.
Tidal Flood Zones 2 and 3
Kew has broader flood coverage than Richmond a mile upriver. The Green and the area toward Kew Bridge sit in Zones 2 and 3, with mid-Kew streets in Zone 2. This changes nothing for a permitted development build, because Class E contains no flood restriction. It matters where an application is needed, because Richmond's validation checklist has required a flood declaration or a site-specific assessment for householder applications in Zones 2 and 3 since 20 February 2026.
On a listed Kew Green house those two compound, since the listing forces the application and the flood zone then adds the declaration. Worth planning for at the outset rather than meeting at validation. There is also a set of Kew Article 4 Directions whose documents are scanned images without readable text, so we confirm those with the council for the specific address rather than assuming the standard Richmond pattern holds.

Kew Gardens station carries the District line and the Overground Mildmay line on the Zone 3 and 4 boundary, though it has no South Western Railway service, and Kew Bridge station is across the water in Brentford rather than in Kew at all.
