One Estate, Two Councils, Opposite Rules
Bedford Park is the garden suburb begun in 1875 that gives Chiswick much of its character, and the borough boundary runs straight through it. Part sits in Hounslow, part in Ealing. Both councils made Article 4 Directions covering their side. They are not the same direction and they do not say the same thing.
The Hounslow Side
The 2001 direction withdraws Part 1 Classes A, D and F, meaning extensions, porches and hard surfaces, along with two classes from Part 2. Class E, the outbuilding right, is not in it. The restrictions also apply to work fronting a highway, open space or waterway.
The Ealing Side
Ealing's direction for Bedford Park withdraws, in words taken almost directly from the legislation, the provision within the curtilage of a dwellinghouse of any building or enclosure incidental to its enjoyment. That is the outbuilding right, removed.
So two houses on the same estate, a few streets apart, can be in genuinely different positions. Neither council's website tells you about the other one. This is also why a general search for Chiswick planning rules produces contradictory answers.
W4 Is Not One Borough
Beyond Bedford Park, the W4 district as a whole spans Hounslow, Ealing and Hammersmith and Fulham. Any page or contractor telling you Chiswick is simply Hounslow is working from an assumption rather than the boundary. We confirm the authority from the address before anything else, because the answer changes what follows.
Listed Houses Across Bedford Park
For most Bedford Park homeowners the Article 4 question turns out to be academic, because something stricter applies first. The estate carries roughly 237 listed entries across the two boroughs, and these are ordinary family houses at Grade II, not monuments. Woodstock Road, Blenheim Road, Bath Road, Priory Avenue, Queen Anne's Gardens, Newton Grove, Marlborough Crescent, The Avenue and South Parade all contain individually listed addresses.
Nothing is permitted development within the curtilage of a listed building. There is no exemption for size or siting, and unlike an Article 4 it cannot be argued around. So on a listed Bedford Park house, a garden room is a planning application from the outset, on either side of the borough boundary.
The Rest of Chiswick Is Different
Wider W4 has around 400 listed entries, but outside Bedford Park the pattern is the usual one: landmarks rather than houses. Chiswick House and its conservatory, the Ionic Temple and Obelisk, Hogarth's House and Walpole House are Grade I or II star. On an unlisted Victorian terrace in Grove Park or Glebe Estate, permitted development is normally available and the question becomes design rather than principle.
What Hounslow Asks of an Outbuilding
Where an application is needed, Hounslow's residential extension guidance sets out what it expects, and some of it will change a design that came off a catalogue.
- Sited as far from the house as possible, since buildings close to the house are not normally allowed
- Eaves height and flat roof height no more than three metres, ridge no more than four
- Height reduced where the building sits within a metre of a boundary, for example with a hipped roof on that side
- Materials similar to the rear of the house or sympathetic to a garden setting, such as shiplap timber
- Windows primarily on the front elevation, to avoid overlooking neighbouring plots
Two of these are worth flagging because they cut across how garden rooms are usually sold. Hounslow states that it will not allow rear access to an outbuilding, and it asks for windows primarily on the front elevation. A standard product with fully glazed rear doors opening onto the boundary is not what the guidance describes.
The council also applies a test that rear gardens should be at least equal to the footprint of the original house, and warns that a proposal reducing the garden below that risks refusal. On a Chiswick plot that is a real constraint on size.
Chiswick Gardens Are Half the London Median
This surprises people, given what Chiswick houses cost. ONS and Ordnance Survey data puts median private outdoor space for a house well below the London figure across much of W4, and it varies sharply within the area.

At this price point on a plot this size, the honest brief is a compact building made properly rather than a large one. The budget goes into insulation, glazing, joinery and a specification that lasts, not into floor area. That is also the version most likely to satisfy the garden-retention test, so the two pull in the same direction.
Garden Room Costs in Chiswick
Budget from around £35,000 for a bespoke build. Where the house is unlisted, outside the Ealing Bedford Park direction, and the design stays inside the Class E limits, there is no application and the whole budget goes into the building. Where any of those does not hold, allow for drawings, a design and access statement and a determination period, and on a listed house allow for listed building consent as a separate matter.
One current piece of context. Hounslow's new Local Plan was submitted in June 2025 and has been through examination hearings during 2026, with adoption expected in the near term. It does not change permitted development, but it is worth knowing if you are comparing advice given at different points.

W4 sold prices averaged £1,019,040 over the last twelve months, with terraced houses at £1,273,776 and semi-detached at £2,073,028, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. Turnham Green on the District line is Zone 2, with Chiswick Park and Gunnersbury in Zone 3. Chiswick House is Grade I with its conservatory listed separately, Hogarth's House sits on the Great West Road, and the riverside at Strand on the Green and Old Chiswick is conservation area throughout.
