Not One Restricts a Garden Building

None of the three is a householder direction at all. Conservation area status on its own restricts a building between a side elevation and the boundary and protects trees, but leaves rear garden buildings as permitted development. So across Kingston the question is simply whether the design stays inside the Class E limits, which on the plots here it usually does with room to spare.

Gardens Above the London Median

Kingston is the only borough we cover whose median garden sits above the London figure, and it is not close. The borough median for a house is 186.1 square metres against London's 139.6, which is a third larger, and around Coombe it is more than three times.

The housing stock follows. Tudor ward is around 82 per cent whole houses and Coombe Vale 75 per cent, the two highest shares of any ward across this project. Since flats have no permitted development rights at all, that combination of a high house share, large plots and no restrictive directions makes Kingston the easiest place in London we have found to put a substantial garden building up.

A Local Plan Still Years From Adoption

One thing worth knowing rather than glossing. Kingston is still working to a Core Strategy adopted in 2012, alongside a Town Centre Area Action Plan from 2008. The council approved a revised timetable in February 2026 that puts consultation on the final draft Local Plan in summer 2026, submission later that year, examination in 2027 and adoption toward the end of 2027.

None of that changes permitted development, and for a garden room on an unlisted house it makes no practical difference. It matters if your project needs an application, since the policy framework it will be judged against is comparatively old and due to be replaced, and advice given a year apart may not read the same way.

And a Boundary Note

Both KT1 and KT2 extend into Richmond upon Thames at their northern edges, toward Hampton Wick and Ham. Richmond runs a different register and, unlike Kingston, has a long list of Article 4 Directions, so it is worth confirming the authority from the address if you are near that boundary.

KT1 sold prices averaged £642,876 over the last twelve months and KT2 £818,582, with semi-detached houses at £848,296 and £1,006,672 respectively, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. KT1 is the most affordable district across this project. We do not publish a percentage for what a garden room adds, because no independent body measures it.

Kingston has no Underground, Overground or tram. Kingston, Norbiton, Hampton Wick and Surbiton are South Western Railway only, in Zones 5 and 6, which makes it the least connected area we cover by modal choice. Richmond Park is reached through Kingston Gate, Bushy Park lies just north, and Kingston Bridge is Grade II star.
