The Burroughs Article 4 and the Rest of NW4

Hendon has two conservation areas, both designated on 27 July 1983, and they are treated very differently. Conservation area status by itself does not remove permitted development rights for a rear garden building. An Article 4 Direction does, and only one of the two carries one.

Hendon The Burroughs

An Article 4 Direction in force since 21 July 1987 withdraws class 1E, the provision of a building within the curtilage of a dwellinghouse, along with a long list of other rights. A full planning application is required here whatever the size of the building.

Hendon Church End

No Article 4 Direction on Barnet's register. Conservation area rules apply to what the building looks like and to trees, but the permitted development right for a rear garden building survives, subject to the standard Class E limits.

Outside both conservation areas, which is the great majority of NW4, permitted development applies normally. Listed buildings are a separate and harder stop, but they are concentrated in the historic core rather than the interwar streets. Barnet records only four listed buildings inside the Church End conservation area, and the parish church of St Mary and Church Farmhouse are the notable ones.

One Correction Worth Making

Some commercial planning sites state that permitted development rights are removed or curtailed across all Barnet conservation areas. Barnet's own Article 4 register does not support that. Most of the borough's conservation areas, including Hendon Church End and Golders Green Town Centre, carry no outbuilding direction at all.

A Suburb Where Flats Outnumber Houses

Hendon grew fast. Six hundred and eighty seven houses went up in 1923 alone, with plans passed for fifteen hundred more, as the Underground arrived and roads were laid out around what became Hendon Central. Much of what followed, and much of what replaced it later, was flats.

Census 2021 puts around 58 per cent of Hendon ward households in a flat, either purpose built or in a converted house, against 40 per cent in a whole house. That matters more than any planning rule, because permitted development under Part 1 applies to dwellinghouses and excludes flats and maisonettes outright.

If You Own a Converted Flat

A converted house looks like a house from the street but is flats in law. A garden building is not impossible, but it needs a full planning application and freeholder consent under your lease, and if the garden is shared rather than demised to your flat it cannot be built on by one owner. Worth reading the demise plan before spending anything on design.

Garden Sizes Across Hendon

NW4 is not one market. Median rear garden size for a house varies by more than a factor of two between the north of the area and the western edge, which changes both what fits and whether a build breaches the rule limiting cover to half the curtilage.

North Hendon, Sunny Hill and Hendon Central sit comfortably above the London median, so a substantial building is realistic without dominating the plot. West Hendon and the Brent Cross fringe sit below it, and there the design question is less about what you want and more about what the garden can carry while still looking like a garden.

Delivery Routes on a 1923 Tube Suburb

Hendon was laid out in the 1920s as semi-detached suburbia, and Barnet's own design guidance for house extensions says that where a direct access to a rear garden exists it should be retained where possible. Councils write that rule where side gaps are normal. On the detached and semi-detached stock, materials come down a side passage on a barrow and no crane is involved.

What is not true here, and is worth saying plainly, is that Hendon has rear service lanes. The interwar Barnet suburb was not built with back alleys, so on a mid-terrace the route is through the house or over a fence by agreement with a neighbour.

Semi-Detached and Detached

Around a third of Hendon ward households. A side passage or driveway usually gives a clear route to the rear, and this is the stock where a bespoke build is most straightforward and least expensive to install.

Terraces and Converted Houses

Materials cut to sizes that pass through the hallway, with floors and joinery boarded on the way through. It caps the panel sizes the designer can specify, so it belongs in the design conversation rather than on delivery day.

Trees in a conservation area need six weeks written notice to Barnet before any work, and a tree under a preservation order needs consent that can take eight weeks. Where mature planting sits near the build line, that timing goes into the programme.

Budget from around £35,000 for a bespoke build. Access on the semi-detached stock is straightforward, so the crane hire and highway licensing that dominate an inner London quote drop out and the money goes into the building. Where an application is required, whether because of the Burroughs Article 4 or because the property is a flat, allow for drawings and a design and access statement alongside the council fee.

NW4 sold prices averaged £658,015 over the last twelve months, with semi-detached houses at £741,677 and flats at £373,484, on Rightmove figures read on 21 July 2026 covering transactions to 30 April 2026. Barnet as a whole stood at £587,000 in April 2026 on provisional ONS and Land Registry figures. We do not publish a percentage for what a garden room adds, because no independent body measures it.

Hendon is the only part of this area with both Underground and mainline rail, with Hendon Central on the Northern line at the Zone 3 and 4 boundary and Hendon and Brent Cross West on Thameslink, the latter opened in December 2023. Hendon Park, Sunny Hill Park and Middlesex University's campus at The Burroughs anchor the area, and the Grade II star listed parish church of St Mary sits in the older village at Church End.
