Three Consents in Hampstead Garden Suburb

The Suburb is the largest conservation area in Barnet, running from the Heath Extension north to East End Road, and it is the most tightly controlled place to build a garden room anywhere we work. Three separate approvals can apply to a single project, and they are decided by three different bodies on three different timescales.

    Planning Permission From Barnet

    An Article 4 Direction in force since 5 March 1971 removes the outbuilding right across the Suburb, so a full householder application is required whatever the size of the building.

    Written Consent From the Trust

    A private covenant regime under a High Court Scheme of Management, entirely separate from planning. The council has no part in it and planning permission does not satisfy it.

    Listed Building Consent Where It Applies

    Ordinary family houses are individually listed in long runs here. Nothing is permitted development within the curtilage of a listed building, and works may need consent in their own right.

Outside the Suburb It Is Much Simpler

None of this applies to the rest of NW11. The Golders Green Town Centre conservation area, designated in March 1998, carries no Article 4 Direction on Barnet's register, and outside the conservation areas permitted development applies normally to a rear garden building on a house. The Suburb boundary, not the postcode, is what decides your position.

The Trust Scheme of Management

This is the fact most garden room companies quoting in NW11 do not know about, and it catches homeowners at the worst possible moment. Freehold houses, flats and commercial premises in the Suburb are subject to a Scheme of Management approved under the Leasehold Reform Act 1967 by an Order of the Chancery Division of the High Court dated 17 January 1974, amended by a further Order in February 1983. It covers just over five thousand properties and around sixteen thousand residents.

The covenant is direct. Without the prior written consent of the Trust, no garden, yard or forecourt of an enfranchised property shall be built upon, nor its general appearance substantially altered, nor any garden substantially paved over. The Trust lists sheds among the works needing consent alongside extensions, swimming pools, driveways and significant changes to gardens.

What an Application Needs

The Trust asks for a location plan showing where in the garden the building would sit, a completed application form, and a drawing or catalogue image with dimensions. Photographs of the garden help. Obtaining consent can involve consultation with the Trust's own architects, and there are fees on top of the annual charge.

Why It Matters at Sale

Unauthorised work is recorded as an infringement and the Trust will require it to be corrected. It will not register a change of ownership until infringements are lifted, which can make a property difficult to sell. A garden room built without consent is a problem that surfaces years later, at the worst time.

Barnet's own design guidance puts it the same way, noting that for residents of Hampstead Garden Suburb any external change is likely to require the formal consent of the Trust as well as planning permission. The Trust is equally clear that obtaining all necessary consents is the homeowner's responsibility. Neither body will do it for you, and neither will tell the other.

Listed Houses on Ordinary Streets

In most of London, listing affects churches, pubs and the occasional grand house. In Hampstead Garden Suburb it affects ordinary family homes, in long consecutive runs along whole streets. That is unusual, and it is decisive: nothing is permitted development within the curtilage of a listed building, with no exemption for size or siting.

St Jude on the Hill and the Free Church, both on Central Square in the Lutyens-planned centre of the Suburb, are the only two Grade I listed buildings in the whole London Borough of Barnet. Waterlow Court and the terraces at North Square and South Square are Grade II star. Outside the Suburb, listing in NW11 is concentrated on landmarks rather than houses, including the Grade II Golders Green Hippodrome of 1913 and the crematorium buildings on Hoop Lane.

Golders Green Town Centre and the Flat Question

The core around Golders Green Road is a different place from the Suburb. It was built fast after the Underground arrived in 1907, with around 744 homes going up between 1907 and 1911, and the town centre itself is almost entirely purpose-built parades with shops below and flats above. Barnet's appraisal describes the housing north of North End Road as almost exclusively Edwardian semi-detached with modest open frontages.

Census 2021 puts roughly half of Golders Green ward households in a flat, and the ward has the highest share of converted houses in this part of the borough at around one in five. Since permitted development under Part 1 excludes flats and maisonettes entirely, that is the first thing to establish.

Gardens Are Large by London Standards

Median rear garden for a house is 379.7 square metres in Hampstead Garden Suburb and 298.1 in Golders Green South, against a London median of 140. Where you do have a house and a garden here, there is real room to work with.

Rear Service Roads Are Commercial

Barnet records service roads behind the parades, including Broadwalk Lane and Accommodation Road. Those serve the shops, not the houses. Residential delivery here is by side passage where one exists, or through the house.

Garden Room Costs in Golders Green

Budget from around £35,000 for a bespoke build. In the Suburb, allow more time than money: the planning application and the Trust consent run in parallel rather than in sequence, the Trust consults its own architects, and a design that satisfies one does not automatically satisfy the other. Outside the Suburb, where the property is a house with side access and no Article 4 applies, the position is closer to the rest of suburban Barnet and the budget goes into the building.

NW11 sold prices averaged £1,231,696 over the last twelve months, with detached houses at £2,347,312 and semi-detached at £1,477,473, on Rightmove figures read on 21 July 2026. That is roughly double the NW4 and HA8 averages nearby. We do not publish a percentage for what a garden room adds. No independent study measures it, and every figure in circulation traces back to manufacturers marketing their own product.

Golders Green is the first surface station on the Edgware branch of the Northern line, in Zone 3, and a major bus interchange. Golders Hill Park, the Heath Extension and Big Wood give the area unusual access to open space, the crematorium of 1902 is a Grade I registered landscape, and Central Square was laid out by Sir Edwin Lutyens.
