The Four Article 4 Pockets
Conservation area status by itself does not remove permitted development rights for a building in a rear garden. An Article 4 Direction does, and Barnet has applied one to four small parts of Finchley. Each of these withdraws class 1E, the provision of a building within the curtilage of a dwellinghouse, along with class 1F covering hard surfacing, which catches the base as well as the building.
These are pockets, not districts. Most of Finchley sits outside all of them.
Finchley Church End
Around the Regents Park Road and Hendon Lane junction, running east to Avenue House on East End Road. The direction here is an Article 4(2) covering seven separately mapped areas.
Finchley Garden Village
Village Road, off Hendon Lane. Fifty one properties across about nine acres, with the boundary following the rear garden lines on both sides of the road. There is no vehicular access from the west.
Moss Hall Crescent
Off Ballards Lane in West Finchley ward. Twelve Victorian villas, most now converted to flats or offices.
Hampstead Garden Suburb
The Suburb runs north as far as East End Road, so its Article 4 reaches the southern edge of the Finchley area.
Why We Check Rather Than Assume
The Church End direction is an Article 4(2), and directions of that type are traditionally drawn to bite on development fronting a highway, waterway or open space rather than on everything within the boundary. Barnet publishes the withdrawn classes but not, on its web pages, whether that frontage limitation applies to each of the seven mapped areas. Anyone telling you flatly that a Church End address needs permission is going further than the published record does.
Barnet also warns that some of its Article 4 documents carry historical class references and superseded maps. We check the mapped boundary and the current direction against your specific address, and confirm with the council where the published record is ambiguous.

East Finchley and Garden Suburb wards are in Barnet, but the neighbouring Fortis Green ward also carries N2 postcodes and belongs to Haringey. The wards converge close to East Finchley station. Haringey has its own conservation area at Fortis Green, and its householder Article 4 directions cover windows and doors in four other conservation areas rather than outbuildings here.
Houses, Flats and Who Has Rights
Before planning enters into it, there is a simpler question. Permitted development under Part 1 applies to dwellinghouses and excludes flats and maisonettes outright. Finchley has a great deal of flatted and converted stock, so this rules out roughly half of all households before any Article 4 is considered.

Finchley Church End has the highest proportion of detached houses in the area at around one in eight, and East Finchley the lowest at one in forty, with terraces making up nearly a quarter of its stock instead. If you own a converted flat with a share of the garden, a garden building is not impossible, but it needs a planning application and freeholder consent rather than permitted development.
What Barnet Looks For in a Garden Building
Where an application is needed, Barnet publishes design guidance with a section devoted to detached buildings in back and front gardens. It is worth designing to these tests from the outset rather than discovering them at determination. A proposal is assessed on whether it:
- Unduly overshadows neighbouring properties
- Is too large, or reduces the garden enough to look out of character with the area
- Unduly affects the outlook from adjoining habitable rooms or principal garden areas
- Uses a design and materials in harmony with the surrounding area
Guidance Is Being Rewritten During 2026
Barnet adopted a new Local Plan on 4 March 2025, and consulted through 2025 on new Sustainable Design and Development Guidance to replace its 2016 residential design guidance. Part 4 of that draft includes a chapter specifically on outbuildings. Engagement has closed and the council has said feedback will be available in summer 2026. Once adopted it becomes a material consideration in deciding applications, so anyone building here this year is doing so across a changeover. We confirm the current adopted position with Barnet at design stage rather than working from either document in isolation.
Side Access and the Terraced Exception
Finchley is suburban, and that works in your favour. Barnet's own design guidance says that where a direct access to a rear garden exists, it should be retained where possible, and it requires gaps between the flank walls of neighbouring properties. Councils write rules like that where side gaps are the norm. On the semi-detached and detached stock that dominates N3 and N12, materials come down a side passage on a barrow and crane hire never enters the quote.
Two exceptions are worth naming honestly, because they change the price.
Terraced Streets
Terraces are about a quarter of East Finchley's stock and a fifth of West Finchley and North Finchley. Rear service alleys are not a documented feature here, so on a mid-terrace the route is through the house with floors boarded, or lifted over a fence from a neighbouring property by agreement.
Finchley Garden Village
Barnet records that there is no vehicular access from the west, only footpaths. On those fifty one properties the delivery route needs settling at survey, and it sits inside an Article 4 pocket as well, so both constraints apply together.
Trees in a conservation area are protected by law in Barnet and it is an offence to work on one without permission, so where mature planting sits near the build line the foundations are designed around the root protection area.
Garden Room Costs in Finchley
Budget from around £35,000 for a bespoke build. Where side access is available, the crane hire, highway licensing and parking suspensions that dominate an inner London quote drop out entirely and the money goes into the building instead. That is a genuine structural advantage of building in N3 or N12 rather than in a walled central London garden, and it is worth understanding when comparing quotes across areas.
Listed building consent is rarely a factor here. Residential Finchley is very lightly listed: West Finchley ward has five listed entries in total and North Finchley seven, most of them war memorials, milestones and churches rather than houses. The listings that do exist cluster around Church End and the cemeteries in East Finchley.

N3 sold prices averaged £752,658 over the last twelve months and N12 £613,809, with semi-detached houses at £1,018,772 and £903,897 respectively, on Rightmove figures read on 21 July 2026. Finchley has four Northern line stations on the High Barnet branch, with East Finchley in Zone 3 and Finchley Central, West Finchley and Woodside Park in Zone 4, though North Finchley around Tally Ho Corner has none of its own. Stephens House and Gardens on East End Road, the community-owned Phoenix Cinema in East Finchley and artsdepot at Tally Ho anchor the area, with Victoria Park and the Local Nature Reserve at Cherry Tree Wood giving it green space.
