A Postcode Where Flats Dominate

Battersea has the most extreme tenure split of any area we cover, and it decides more projects here than any planning rule. Permitted development under Part 1 applies to dwellinghouses and excludes flats and maisonettes outright, so for most of SW11 the permitted development route is closed before planning is discussed.

Northcote is the exception at around 61 per cent whole houses, and it is where most Battersea garden rooms get built. Nine Elms at around one household in a hundred is effectively not a market for this at all. If you own a house on the Northcote or Shaftesbury streets you are in a much smaller local group than the terraced streetscape suggests, and the route is correspondingly shorter.

If your home is a converted flat, a garden building is still possible. It needs a full planning application and freeholder consent under your lease, and if the garden is shared rather than demised to your flat it cannot be built on by one leaseholder. The demise plan answers that quickly and is worth reading before anyone quotes.

Estate Directions and Listed Terraces

Battersea has two householder Article 4 Directions, at the Latchmere Estate and the Shaftesbury Park Estate, both planned estates rather than speculative terraces. Like every Wandsworth direction they cover external alterations visible from the street, roofs, porches, hard surfacing and front boundary treatments. Neither touches the outbuilding right, and the borough's newest direction elsewhere lists its classes individually and skips it.

Listing is the constraint that does bite. SW11 carries the highest concentration of listed entries of any area we cover in south London, and they include ordinary houses: Westbridge Road, Clapham Common West Side, Falcon Road, St John's Hill and a whole listed terrace on Broomwood Road. Nothing is permitted development within the curtilage of a listed building, so on those addresses the project is an application from the outset.

Plots Are Small Throughout

Median private outdoor space for a house runs from about 57 square metres in Latchmere and 55 near Battersea Park down to 45 around St Mary's, 45 in Nine Elms and 38 at York Gardens, against a London median of 139.6. On plots that size the rule limiting cover to half the curtilage and the 2.5 metre height limit near a boundary both come into play immediately, so the design is settled by the plot rather than by ambition.

Everywhere else in SW11 the honest first conversation is about tenure and whether the garden is yours to build on, because that decides whether there is a project at all.

SW11 sold prices averaged £892,349 over the last twelve months, down around 8 per cent year on year and roughly 16 per cent below the 2022 peak, with terraced houses at £1,392,915, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026.
