At the lower end of that range, the median house garden is smaller than many garden rooms plus the space to walk around one. That does not mean a Fulham project is impossible. It means the realistic market here is the upper tail rather than the typical house, and that on a median plot the honest brief is a small, very well built room rather than a large one squeezed in.
The height rule reinforces it. Permitted development caps the building at 2.5 metres overall wherever any part sits within 2 metres of a boundary, and on a Fulham garden that is effectively the whole plot. The 3 and 4 metre figures on national websites do not describe SW6.
Basements Need Permission Borough-Wide
Hammersmith and Fulham has one borough-wide Article 4 Direction, made in April 2017, confirmed and in force from 26 April 2018. It removes permitted development rights for creating or extending a basement anywhere in the borough except the Old Oak and Park Royal development area, and unusually it applies to flats and maisonettes as well as houses.
For a standard garden room sitting on pads or screw piles this changes nothing. It matters if the design involves any below-ground element, a sunken floor or a plant room, which is worth settling at the design stage rather than at application.
Fulham is the one area we cover where we will not give a blanket answer on outbuildings. The council states that it has removed specific permitted development rights at many individual properties, especially in conservation areas, but does not publish an enumerable list of those directions, and it publishes nothing to the national planning register.
So we can say there is no published borough-wide restriction on garden buildings. We cannot say from the published record that a property-specific one does not exist on your address. That is a real gap rather than a hedge, and the honest answer is to check with the council's conservation team before design work rather than assert an all-clear.
