The Magdalen Park Direction Skips the Outbuilding Class

Most council summaries of Article 4 Directions describe them loosely, which is why the question of whether a conservation area affects garden buildings so often goes unanswered. Wandsworth's newest direction does not have that problem. Made on 8 February 2023 for the Magdalen Park Conservation Area, it sets out its schedule class by class.

It withdraws Part 1 Classes A, B, C, D, F, G and H, along with Classes A, B and C from Part 2 and Class C from Part 11. It runs from Class D, porches, directly to Class F, hard surfaces. The class in between, the one a garden room is built under, is simply not there. That is the sealed direction, not a summary of it.

The Pattern Holds Across the Borough

Wandsworth has eight householder directions, covering the Dover House Estate, Heaver Estate, Latchmere Estate, Putney Lower Common, Roehampton Village, Shaftesbury Park Estate, Totterdown Fields and parts of Wandsworth Common. Every one restricts external alterations visible from the street, roofs, porches, hard surfacing, front boundary treatments, demolition and exterior painting. None mentions outbuildings. The council's other directions concern change of use rather than householder work.

Magdalen Park Streets

Magdalen Road, Swaby Road, Leckford Road, Headington Road, Aldrich Terrace, Lidiard Road, Dawnay Road, Dawnay Gardens, Openview, Burntwood Lane and Fieldview. If you are on one of those streets the direction applies to your frontage and your roof. It does not apply to a building at the bottom of your garden.

Wandsworth has the second smallest gardens of any borough we work in, with a median for a house of 71.9 square metres against the London figure of 139.6. Within SW18 the spread is wide enough that the plot decides the design in one part of the district and barely features in another.

Tenure varies just as sharply. Southfields is around 50 per cent whole houses, West Hill 26 per cent and Wandsworth Town 23 per cent. Flats have no permitted development rights at all, so on much of SW18 the first question is whether Part 1 applies to you before any question of what will fit.

SW18 sold prices averaged £832,063 over the last twelve months, up around 6 per cent year on year and roughly 2 per cent above the 2023 peak, with terraced houses at £1,216,052, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. SW18 is the only district in this part of London trading above its previous high. We do not publish a percentage for what a garden room adds, because no independent body measures it.

Wandsworth Town is Zone 2 on South Western Railway, with Earlsfield and Southfields in Zone 3 on the rail line and the District line respectively. The Ram Brewery complex is the borough's defining industrial landmark, and two new conservation areas were designated in 2023, at Wandsworth Town and Battersea Square.
