Article 4 That Stops at the Front Garden
Enfield has Article 4 Directions across its conservation areas, which sounds discouraging. Read them and the position is much better than it first appears, because of what they cover and where they apply.
The 2006 direction, which covers Winchmore Hill Green, Vicars Moor Lane and Southgate Green among others, withdraws a list of classes that does not include Class E at all. Class E is the outbuilding right. It simply is not in that document.
The 2006 Direction
Covers Winchmore Hill Green, Vicars Moor Lane and Southgate Green. Withdraws rights relating to extensions, roofs, porches, chimneys, cladding, gates and walls. Class E is absent, so outbuilding rights are untouched. It also applies only to named addresses and only to elevations facing or visible from a highway or open space.
The 2008 and 2009 Directions
Cover Grange Park, Meadway and Abbotshall Avenue among others. These do include Class E, but the wording restricts it to a building that would front a highway, open space or waterway. A building at the bottom of a rear garden is not fronting any of those.
The Named Streets
In N21, Grange Park conservation area covers The Chine, The Grangeway, numbers 5 and 7 Vera Avenue, and Old Park Ridings. In N14, Meadway conservation area covers Bourne Avenue, Greenway, Meadway, Parkway, The Bourne and The Ridgeway, with the 2009 direction adding odd numbers 1 to 17 Abbotshall Avenue and odd numbers 1 to 21 Cannon Road.
If your address is on that list and the proposed building would be visible fronting the street or an open space, it needs an application. If it sits in the rear garden behind the house, it does not. We check the schedule against your address rather than working from the conservation area name.

Winchmore Hill and Southgate get bracketed together and they are not the same proposition. Both are good ground for a garden room by London standards, but the numbers separate them clearly, on both of the measures that matter.

Winchmore Hill and Grange Park have both the larger gardens and the higher share of whole houses. Southgate ward is the weaker of the two on both counts: around half its households are in flats, and its median garden is the smallest of the four at roughly 211 square metres. That is still half again above the London median, so it is a good plot by London standards, just not the equal of Winchmore Hill.
The flat share is the thing to establish first anywhere here. Permitted development under Part 1 applies to dwellinghouses and excludes flats and maisonettes outright, so on roughly a third of Winchmore Hill homes and nearly half of Southgate homes the permitted development route is closed before planning is discussed at all.
Terraced Cores and Suburban Edges
Across N21 and N14 as a whole, detached and semi-detached houses are roughly four homes in ten, and on that stock a side passage or driveway usually gives a clear route to the rear garden. Materials come down on a barrow, no crane is involved and no highway licence is needed. That is a genuine cost advantage over inner London.
The exception is the conservation area core itself, and it is worth naming rather than glossing. Enfield's own appraisal describes Winchmore Hill Green as contained to the north by terraced houses giving a compact and inward-looking feel, with terracing maintained in Wades Grove and compact terraces on Wilson Street. Terraces mean no side access, and the more suburban semi-detached pattern is described as sitting outside the conservation area rather than within it.
Why We Survey Rather Than Promise
No dataset records which individual properties have side access, so anyone telling you access is easy across a whole postcode is guessing. On the detached and semi-detached stock here it usually is, and that is a fair expectation. On the terraced streets around the Green it usually is not. Where side access exists and the design stays inside the Class E limits, there is no application fee, no determination period and no highway licensing, so the whole budget goes into the building. Larger gardens here also mean the rule limiting cover to half the curtilage rarely bites, which is not true closer in to London.
One current piece of context. Enfield's new Local Plan is still at examination rather than adopted, with hearings having run through 2025 and into 2026, so the development plan here is in transition. It does not change permitted development, but it is worth knowing if your project needs an application and you are comparing advice given at different points over the last couple of years.

N21 sold prices averaged £728,043 over the last twelve months and N14 £666,823, with semi-detached houses at £921,953 and £834,717 respectively, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. N21 straddles a fare zone boundary, with Winchmore Hill in Zone 4 and Grange Park in Zone 5 one stop apart on the Great Northern Hertford Loop, while Southgate and Oakwood sit on the Piccadilly line in Zones 4 and 5. Grovelands Park is a Grade II star registered landscape by Humphry Repton around a Grade I house by John Nash, and Charles Holden's Southgate and Oakwood stations are both Grade II star.
