Which Side of Highgate High Street
Highgate is one of the few London villages with no single planning authority. Haringey covers the north and east, Camden the south and west, and a slice in the south east falls to Islington. The conservation area boundary runs along the middle of Highgate High Street, so two neighbours facing each other across the road deal with different councils, different registers and different local policy.
Haringey holds the largest share of N6 addresses, with Camden second and Islington a small remainder. It is worth settling this before anything else, because everything downstream depends on it.
No Article 4 Direction Applies
Worth knowing, because it is the opposite of what people assume about a conservation area this well known. Neither Camden nor Haringey has an Article 4 Direction covering Highgate. Camden's heritage directions cover Belsize, Hampstead, Primrose Hill, Dartmouth Park and others, but not Highgate. On an unlisted house here, permitted development for a rear garden building normally survives.
Listed Houses and the Class E Bar
Here is where Highgate differs from its neighbours. In Muswell Hill and Crouch End the listed buildings are a cinema, a town hall, a library and a clock tower. In Highgate, ordinary family houses are listed, in runs along whole terraces.
That is decisive rather than decorative. Class E of the GPDO excludes any building within the curtilage of a listed building, with no exemption for size or siting, so if your house is listed the permitted development route closes entirely and a full application is required for anything in the garden.
Where Ordinary Houses Carry Listings
The Grove, South Grove and Pond Square all contain individually listed dwellings, including 3 The Grove at Grade II star and numbers 9, 9A, 10 and 11 at Grade II. Holly Village, the Gothic estate cottages of 1865, is Grade II star. Cromwell House on Highgate Hill is Grade I and one of only two Grade I buildings in Haringey.

The Highgate Neighbourhood Plan
Highgate has something Muswell Hill and Crouch End do not: a statutory Neighbourhood Plan, adopted in July 2017, which forms part of the development plan across both Camden and Haringey. Its Policy DH10 opens with a presumption against the loss of garden land and asks that mature trees and landscaping be retained wherever possible. Read in context the policy is aimed at backland housing rather than incidental garden buildings, but it is live development plan policy and any Highgate application will be tested against it, so the design should answer it rather than ignore it.
Basements Need Permission Across Camden
If your Highgate address falls on the Camden side and the design involves excavation beyond ordinary footings, this applies to you. Camden made a borough-wide Article 4 Direction on 17 May 2016, in force from 1 June 2017, removing the permitted development right for a basement built entirely beneath a property, including beneath the garden. Every basement excavation in Camden now needs planning permission.
Haringey has no equivalent. It rarely affects a standard garden room, which sits on pads or screw piles rather than a dug basement, but it matters if you are considering a sunken studio or any below-ground element, and it is another reason the council boundary is the first question rather than a detail.
The Largest Plots in North London
Highgate has genuinely more room than anywhere else we cover in north London. ONS and Ordnance Survey put the median private outdoor space for a house at 260.5 square metres around Highgate Wood and 225.9 on the Camden side, against a London median of about 140. That matters practically, because the rule limiting cover to half the curtilage bites much later on a plot this size.

Highgate also has the highest detached share in the area at roughly one house in thirteen, and Camden's appraisal describes individually designed houses, mostly detached, among mature trees and private unadopted roads. On that stock a side route to the rear garden is realistic and no lift is needed.
Two practical notes. Fitzroy Park and several other Highgate lanes are unadopted private roads, which affects delivery vehicles and sometimes needs the agreement of whoever maintains them. And trees in a conservation area are protected, so where mature planting sits near the build line the foundations are designed around the root protection area rather than through it.

Where the house is listed, or the design goes beyond the Class E limits, allow for drawings, a design and access statement and a determination period, and expect the design to be tested against the Neighbourhood Plan as well as the borough's own policies.
One useful step where a build does qualify as permitted development: apply for a certificate confirming it. It is not compulsory, but it settles the position in writing and a future buyer's solicitor will ask, which matters more at Highgate values than almost anywhere.
