The Only Garden Building Numbers Islington Publishes

Islington designated the Poets Road Conservation Area on 25 September 2025, covering Grosvenor Avenue, Beresford Road, Pyrland Road, Ferntower Road, Poets Road, Leconfield Road and Petherton Road. Its management plan, adopted the following month, contains something no other Islington conservation area document does: actual figures for what the council considers an acceptable garden building.

The plan is written for Poets Road, so it does not bind the rest of the borough. But it is the clearest published statement of how Islington officers think about garden buildings, and designing to it elsewhere in N5 is a sound instinct rather than an overcautious one.

Not the full width

The building should not occupy the whole width of the garden, and should sit away from the rear wall of the house.

The plan also suggests positioning the building perpendicular to the rear wall so the narrower side is what you see from the house, and names timber cladding, shingles and green roofs among suitable finishes. Where a house has been converted into flats it warns that a building facing back towards the house can create overlooking between units.

And It Confirms the Right Survives

The same section states plainly that ancillary buildings in the garden of a single-family house, including garden rooms and home offices, are permitted development subject to the size and height limits in the legislation, and that planning permission is needed for buildings in the gardens of flats. The Article 4 Direction that accompanies the new conservation area, made in June 2026 and taking effect on 31 July 2027, covers windows and doors, rooflights, porches and chimneys. It does not cover garden buildings.

The Borough's Highest Share of Whole Houses

Islington is overwhelmingly a borough of flats. Census 2021 puts about 16 per cent of households across the borough in a whole house of any type, with the rest in purpose built flats, converted houses and other forms. Since permitted development under Part 1 applies only to dwellinghouses and excludes flats and maisonettes outright, that single figure decides most enquiries before planning is even discussed.

Highbury ward is the exception. At around 27 per cent whole houses it has the highest share in the borough, ahead of Barnsbury at about 22 per cent and well ahead of Clerkenwell at 8 per cent and Bunhill at 2 per cent. If you own a house here you are in a genuine minority locally, and the route to a garden room is much shorter than it is for most of your neighbours.

Two Building Types, Two Different Answers

Highbury holds both the Georgian terraces facing the Fields and the detached and semi-detached Victorian villas north and east of them, on Highbury New Park, Aberdeen Park and Sotheby Road. The villas have materially larger gardens and often a side route to the rear. The terraces do not. It is worth knowing which you have before comparing quotes, because the two produce very different numbers for the same brief.

Listed Terraces Close the Route Entirely

Islington lists ordinary houses in whole-terrace groups, so a single list entry can cover every house in a numbered run. Highbury Place and Highbury Terrace both carry group listings, and one Beresford Terrace entry includes the attached garden walls within the designation. Nothing is permitted development within the curtilage of a listed building, and where a listed garden wall is affected, listed building consent comes into it as well. What the Urban Design Guide Asks For

Islington's Urban Design Guide is the policy any application here is judged against, and it is direct about garden buildings. They should be subservient to the main house, as low as possible, with a modest footprint, set sufficiently away from boundaries to avoid a terracing effect along the backs of adjoining gardens, normally of lightweight construction, and acceptable only where enough garden remains to be usable amenity space rather than fragmented leftovers.

Worth being straight about what that means at this price point. A £35,000 build in Highbury is not a large building. It is a compact one made properly: a tight footprint, a low roof, real insulation, proper glazing, a specification that will still be sound in twenty years. The money goes into how it is built rather than into how much of the garden it covers, and that is also the version the council is most likely to accept.

One thing the guidance makes unavoidable on a terrace. The height limit within two metres of a boundary is 2.5 metres. On a narrow Highbury garden almost the entire plot sits within two metres of a boundary, so 2.5 metres is the real ceiling rather than the three or four metres quoted on national websites. A design drawn to the national figures will not work here.

Highway Licensing and Getting Materials In

Islington terraces are built in continuous runs, and the council's own design guidance describes that consistent arrangement down the length of a street as a defining characteristic. In practice that means no side gap on most terraced addresses, so materials come through the house or over the roofline.

What separates a realistic quote from an optimistic one here is whether the highway licensing is in it. These are Islington's published costs and lead times, and they apply whatever the building costs.

£127 per calendar month, or £85.40 per day for short notice placement in a parking bay.

The villa stock north of the Fields is the exception. Where a property has a side return or a driveway, none of the above applies and the build goes in on a barrow, which is a material difference in both cost and programme from a mid-terrace on the same street pattern.

Garden Room Costs in Highbury

Budget from around £35,000 for a bespoke build. Where an application is needed, the fee for operations within the curtilage of a house is lower than the full householder fee, which is worth knowing because the two are often confused. Islington also charges for pre-application advice, though its duty planner service is free and is usually the sensible first call on a borderline design.

Where the build does qualify as permitted development, a lawful development certificate is worth having. It costs half the full application fee, settles the position in writing, and answers the question a buyer's solicitor will eventually ask about a structure in the garden.

On Property Values

N5 sold prices averaged £851,750 over the last twelve months, with terraced houses at £1,838,131 and flats at £634,903, on Rightmove figures published 9 July 2026 covering transactions to 30 April 2026. The overall average is pulled down by a flat-heavy sales mix and does not describe a house. We do not publish a percentage for what a garden room adds, because no independent body measures it.

Highbury and Islington station carries the Victoria line and the Overground Mildmay and Windrush lines in Zone 2, with Arsenal and Drayton Park close by.
