Flats, Houses and Permitted Development
Holland Park is a flat neighbourhood with a house minority, and that single fact governs more garden room projects here than any conservation area rule. Permitted development under Part 1 of the GPDO applies to dwellinghouses. It expressly excludes flats and maisonettes, which have no such rights at all, so a planning application is always required and freeholder consent under the lease is a separate matter again.

Around one household in six in Holland ward occupies a whole house, and in Addison ward across the borough boundary it is closer to one in nine. None of that stops a project. It means the first question is which of the two positions you are in, because the route, the timescale and the consents are different for each.
The Holland Road Borough Boundary
The historic district runs between Kensington High Street to the south, Holland Road to the west, Holland Park Avenue to the north and Kensington Palace Gardens to the east. Holland Road is the line that matters. East of it you are in the Royal Borough of Kensington and Chelsea. West of it, taking in Addison Gardens, Avonmore and the Olympia streets, you are in Hammersmith and Fulham, a different authority with a different portal and different validation requirements.
The values either side are not comparable either. W11 sold prices averaged £1,928,284 over the last year against £832,174 in W14, on Rightmove figures. Treating Holland Park as one market misreads both halves of it.
Holland Park Avenue and the Norland Direction
Holland Park Avenue appears in the street list for the underlying Norland Article 4 Direction, which withdrew permitted development rights for the provision of garden buildings. That means the northern edge of the district and the streets a few hundred metres south of it can sit under different rules, and the street name alone will not tell you which. The boundary map published with the direction is the authority.
The full detail of that direction, including the reasoning and the streets it covers, sits on our Notting Hill page, since the Norland Neighbourhood Area straddles the two. Two further directions, numbered 41 and 68, are recorded against Holland Park Avenue and a third against Holland Park Road, but their scope could not be confirmed from the council's published documents, which are still partly unavailable. We check those with RBKC directly rather than guessing at them.
Elsewhere in the district, conservation area status by itself does not remove permitted development rights for a rear garden building. The area sits across the Holland Park, Norland, Ladbroke, Kensington and Edwardes Square conservation areas, and the only Class E restriction that designation adds is that nothing may sit between a side elevation and the boundary. Listed buildings are the harder constraint. Debenham House on Addison Road and the Tower House on Melbury Road are Grade I, Leighton House is Grade II star, and nothing is permitted development within the curtilage of any of them.
Communal Gardens Behind Addison Gardens
The Holland Park conservation area appraisal records communal gardens to the rear of Upper and Lower Addison Gardens and Addison Crescent, and one to the front of Oakwood Court, all designed to give private open space to the residents of the surrounding houses. A shared garden cannot be built on by an individual owner, so if your rear boundary opens onto one of those, the buildable area is whatever private ground sits between your house and the shared space.
How much private ground that is varies house by house and is answered by your title plan rather than by the street. It is the first thing worth checking on those addresses, because it decides whether there is a project at all.
Trees Are Protected Here
Trees in a conservation area are protected by law, and RBKC can fine up to £20,000 for unauthorised work. Notice has to be given before pruning or felling, and the council has six weeks to respond. Where mature planting sits near the build line, foundations are designed around the root protection area rather than through it.
Garden Room Costs in Holland Park
Budget from around £35,000 for a bespoke build. Access is established at survey rather than assumed. Where a property has mews access behind, delivery is straightforward, and where the only route is through the house, materials are cut to sizes that pass through and the panel specification is set accordingly. That decision belongs in the design stage because it constrains what the designer can draw.
One current factor worth building into the programme: RBKC's planning service is still clearing a backlog of roughly 1,700 applications following a cyber attack in November 2025, with systems back online since 9 March 2026. Determination is taking longer than the usual eight weeks, which is worth knowing if your build does need an application.

Kensington and Chelsea averaged £1,273,000 in April 2026 on provisional ONS and HM Land Registry figures, down 8.4 per cent year on year against a London fall of 2.1 per cent. We do not publish a percentage for what a garden room adds to a property. No independent study measures it, every figure in circulation comes from manufacturers marketing their own product, and in a market falling at this rate it would be a particularly hollow claim.
Holland Park station sits on the Central line on Holland Park Avenue, with Notting Hill Gate and High Street Kensington either side. The park itself covers 54 acres, bought by the borough in 1952, with 28 acres of woodland described as the largest area of natural woodland in central London, the Kyoto Garden donated by the Chamber of Commerce of Kyoto in 1991, and Opera Holland Park running its thirtieth season through 2026.
